The Latvian and Estonian navies conducted joint exercises from August 3 - 15, 1931, with the He-4s from Liepaja taking
part from August 5-12. The four aircraft (Serial numbers 11, 18, 19 and 21) operated from Kuivaste, Estonia without incident.
